KBR is seeking a Senior Program/Project/Management Analyst to join our Lexington Park, Maryland location.
Functional Description:
- Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules.
- Performs management, technical, or business case analyses.
- Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.
- Tracks program/project status and schedules.
- Applies government-instituted processes for documentation, change control management and data management.
Role and Responsibilities:
- Prepares acquisition and procurement documentation to include Justification and Approval (J&A) for sole source procurement; Individual Streamlined Acquisition Plan (ISTRAP); Statements of Work (SOW); Contract Data Requirements List (CDRL) DD Form 1423-1; and Procurement Initiation Documents (PID).
- Performs program management, financial, and technical analyses.
- Collate and posts data to various online tools and databases, e.g., Program Management Tool, Common Spend Plan Tool, Contract Requirements Data List tool, Procurement Request tracking tool, etc.
- Coordinates Integrated Government Schedule inputs between IPTs and schedule technician
- Coordinates inputs and perform analysis for Independent Government Cost Estimates (IGCE).
- Conducts market research to support future procurement activities.
- Assists in the management of team level Risk, Issue, Opportunity (RIO) Review Boards and document preparation.
Basic Qualifications:
- BA/BS degree in a related field with 5 years of experience. In lieu of formal education, 13 years of experience.
Contract Requirements:
- Master’s Degree plus Ten (10) years of experience performing duties as described above.
Allowable Substitution:
- Bachelor’s degree plus two (2) years additional work experience (12 total) may be substituted for a master’s degree. OR
- Associate’s degree plus four (4) years additional work experience (14 total) may be substituted for a master’s degree. OR
- Six (6) years additional work experience (16 total) may be substituted for a master’s degree.
Specific contract requirements regarding education and experience will prevail
Security Clearance Requirements:
- An active secret level security clearance is required.
Desired Experience:
- Five (5) years of experience supporting NAVAIR.
- Prior military aviation experience (USN/USMC/USAF) with aircraft avionics systems (E.g., cockpit displays, mission computers, navigation and communications equipment, etc.) on F/A-18 and/or EA-18G aircraft, or Civilian exposure to the NAVAIR command structure in lieu of military experience.
- Understanding of principals and levels of military aviation maintenance
Desired knowledge, skills, and abilities:
- Familiarity with SECNAV, OPNAV, and Operational Services Division (OSD) Planning Programming Budgeting System (PPBS) policies and reporting and budgetary documentation, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List, and Contract Security Classification Specification DD254.
- High degree of proficiency with MS Office Word, Excel, PowerPoint and Project.
- Ability to absorb context and content of IPT projects sufficiently to coordinate and maintain integrated government schedules between IPT leads and IPT schedule technician.
- Comprehension of logistics pillars and concepts
- Comprehension of systems engineering.
